A Guide to Startups: Insurtech for Property and Casualty Insurers 2026

The guide profiles 150 insurtech startups for P&C carriers and sorts them with the ABCD framework. Three closing questions help carriers evaluate any startup.

Property and casualty (P&C) carriers have moved AI into production, and the focus now is proving returns. Datos Insights research on 2026 AI implementations shows 55% have AI in production, up from 37% in 2025, while pilots fell from 53% to 30%. Enterprise-scale adoption remains limited. Advantage no longer comes from just having generative AI.

Investors judge startups on revenue potential and technology novelty. Carriers need a different test that starts with business outcomes. Datos Insights’ ABCD framework sorts startups by primary focus: analytics and data providers, business operations enablers, cognitive intelligence solutions, and digital-native carriers and distributors. It gives carriers consistent criteria for evaluating startups.

The report profiles 150 startups and five carrier priorities, including agentic AI governance. Use it to build a shortlist and test any startup with three questions. Does it advance the business strategy? Can the carrier operationalize it? What will the carrier learn from it?
