The AI Capability Maturity Model for Insurance Carriers

Seven dimensions, not one score: where your insurance AI program actually stands.
/

Insurers haven’t lacked for effort. They’ve lacked a way to measure where they stand.

Sixty percent of insurance carriers now run AI in production, up from 37% in 2025. But most still track maturity with one blended score, and that number hides which capability is lagging until a governance or data gap turns into compliance exposure.

The AI Capability Maturity Model (AI-CMM) assesses carriers across seven independent dimensions on a four-level scale: Traditional, Evolving, Advanced, and Leading Edge. The result is a profile, not a grade, showing exactly where a carrier leads and where it lags instead of one number that conflates all of the disparate factors.

This report applies the AI-CMM to help find the one dimension holding back the next AI initiative, so carriers can fix that gap before launching another use case in an area that’s already strong. It also flags where to act now: audit governance and human oversight together, and treat AI Tool Access and Enablement as a fast, ownable win. This report is informed by recent research from Datos Insights, industry metrics and trends, daily engagement with carriers and solution providers, and the author’s expertise in the property and casualty and life, annuities, and benefits spaces.
